]]>Marí has justified this deadline by the administrative and technical complexity of any alternative infrastructure in Ibiza: an own incinerator, if this model is chosen, would require years of studies, procedures and construction, said the island president in an interview with Radio Ibiza.
The Consell plans to activate the pilot plan between January and February 2026 and estimates its cost at around 10 million euros, an expense that the regional regulations and island planning have been framed as a test phase before full implementation.
At the same time, port operations are still an unresolved issue: the Balearic Islands Port Authority is evaluating whether the trucks with waste will disembark at the port of Palma or Alcúdia, a key aspect for sizing routes, times and costs in Mallorca.
Marí has been explicit about the timetable: if Ibiza opted for its own plant, «this type of infrastructure requires studies and analysis processes that take several years» and would be a reality «in the very long term», compared to the path of other essential works. The island president has pointed out that the result of the pilot plan -costs, incidents and environmental effects- will weigh in the final decision on the waste management model of the island.
The Consell had already anticipated that the final decision will be taken in the revision of the Master Plan, once the pilot plan has been evaluated «on the ground», and this approach -by design- prolongs any change of model.
At the same time, the island president has placed recycling at the center of the strategy: «The priority must be to reduce production at source» to «lighten both the logistical and economic cost» of transport, a message that connects directly with the bill that will end up being borne by administrations and taxpayers.
Ibiza currently recycles 42% of the waste it generates and Marí maintains that this percentage should grow «substantially», although he claims that the island is among those that recycle the most in the archipelago.
It is worth remembering that the Mayors’ Council has agreed to promote a «shock plan» of awareness and measures to improve separation, financed with funds from the eco-tax, and which will include bonuses in the garbage bill for those who generate less waste.
The political reasoning behind this package is twofold: to reduce tons to be transported and, in parallel, to avoid oversizing a hypothetical incinerator, so as not to build today a facility designed for a volume that the Consell itself says it wants to cut tomorrow.
Even before choosing a model, the Consell itself has assumed in previous documentation and analysis that Ca na Putxa needs an urgent expansion «in all cases», because both the transfer to Mallorca and an own plant require time, and the landfill must continue to operate as a safety net in case of contingencies.

The possibility of using the port of Alcúdia, as reported by Diario de Ibiza, is added as an alternative to the port of Palma, which was the option initially contemplated by the Government and the Consell de Mallorca. The final choice will have to guarantee an efficient and compatible operation with the port activity.
The Balearic Parliament gave the green light to the project last December 16 by including the waste transfer in the decree for the acceleration of strategic projects, with the support of the PP and Vox. Before its definitive application, a pilot test is planned to be carried out and the terms of the agreement between the councils involved are to be finalized.

]]>The decree specifies that, among other measures, it grants legal coverage to the agreement reached between the island councils and the Govern to transfer waste from Ibiza to Mallorca on a temporary basis, a pact adopted before the end of the useful life of the Ca na Putxa landfill. With the new regulation in force, the shipment of the waste fraction can begin «immediately and legally», always within the framework of the agreement signed by the two island institutions.
This agreement will allow the councils of Ibiza and Mallorca to agree on the eventual conditions for the transfer of waste, so that the administrations involved will be the ones to define the practical operation of this solution: what is sent, for how long and under what administrative rules. On the table, as has been explained in recent weeks, is the waste fraction that today ends up in Ca na Putxa and will be treated in the Mallorcan plants.
Before the final implementation of this initiative, the decree provides for a pilot test to be carried out prior to the regular operation of the system. The objective is that, during this period, the institutions can adjust the waste transfer device between Ibiza and Mallorca and check its operational and economic fit.
In return, the text establishes that the Consell de Mallorca will receive an aid of 50 million euros from the Govern, a contribution that will be distributed in ten annual payments. This item is intended to meet the expenses derived from receiving and treating in Mallorca the waste that until now went to the landfill of Ca na Putxa, in a context in which the receiving island will assume part of the pressure of the waste management system of Ibiza.
The unblocking of the waste transfer comes after a long political struggle around the acceleration decree itself, which failed in its first attempt of validation last September 30 due to the vote against Vox. After that veto, and with the failed vote on the spending ceiling in the middle, the Govern resumed negotiations with its partner, which conditioned its support to eliminate the possibility that renewable energy projects could benefit from the accelerated route.
In the new text, renewable projects are outside the acceleration procedure and must be processed through the ordinary route, a modification that Vox considers key to have lifted the blockade. Its spokesperson, Manuela Cañadas, has congratulated herself for having eliminated what she describes as the «Trojan horse of the 2030 Agenda» and for the «radical purification» of a decree that, in her opinion, originally «only sought to favor renewable energies».
From the PP, the deputy Jordi López has defended that the new regulation will put an end to «excessive bureaucracy» that for years has slowed down projects, assuring that neither controls nor guarantees are eliminated, but rather duplicities and procedures that «paralyze and stifle economic initiative».
The left-wing groups have voted against the decree and have focused much of their criticism on the concessions to Vox in environmental matters. The socialist Llorenç Pou has reproached the Govern for having eliminated all the environmental measures that the first version of the text contemplated, accusing the Executive of moving «always its red line backwards, backwards and backwards» and qualifying as «illuminatis» the idea of transforming the economic model only with this decree.
The deputy of MÉS per Mallorca, Ferran Rosa, has denounced the «negotiating incapacity» of Antoni Costa for having given in to the demands of Vox and has shown skepticism about the real benefits of the norm. In his opinion, the Govern shows «laziness» when it comes to legislating by resorting to the figure of the decree for matters that it does not consider urgent, renouncing to a wider parliamentary debate from the beginning.
From Més per Menorca, Josep Castells has described the model promoted by the decree as «very old-fashioned, that of ‘Welcome, Mister Marshall'», based on the arrival of large investments from outside while discriminating against small and local projects. And from Unidas Podemos, José María García criticized the fact that the Government has passed the text «through the filter of climate and energy denialism of the ultra-right», diluting the weight of the ecological transition.
Beyond the issue of Ibiza’s waste, the decree configures a new framework for the so-called Projects of Special Strategic Interest (PEIE), both public and private. These projects may benefit from preferential processing, administrative simplification and reduced deadlines, provided they meet certain investment thresholds (from 0.5 million in agricultural projects to 10 million in other sectors) or the creation and maintenance of stable employment.
The text also regulates the Strategic Project Accelerator Unit (UAPE), which will act as a technical support unit for private PEIEs, and eliminates the two-year expiration of the PEIE declaration in the public sector, extending this figure to the entire autonomous and insular public sector, including foundations.
At the local level, the decree maintains and simplifies the strategic declarations of Palma and Ibiza and opens the door for the rest of the municipalities and councils to request the declaration of PEIE for investments in water cycle, energy efficiency or waste treatment, an instrument that, on paper, could be used to strengthen the island’s own waste management infrastructures beyond the temporary shipment of the waste fraction to Mallorca.

]]>In addition, the president of the Consell de Ibiza, Vicent Marí, together with the mayors of the island, has agreed to jointly design an island shock plan for waste reduction. The objective is to request the collaboration of the Balearic Government through funds from the Sustainable Tourism Tax (ITS). Marí has defended this model of inter-administrative cooperation, recalling the precedent of the plan against intrusion, and stressed that, despite the progress made in recent years, «there is still a wide margin for improvement» that must accompany the transfer of waste off the island.
Although the specific content of the plan should be defined in the coming weeks by the technical groups of the Consell and the municipalities, the implementation of new grants to encourage the separation and reduction of waste, public awareness campaigns, the creation of new recycling areas such as deixalleries and greater control of uncivic behavior, among other measures, are being considered.
In another point of the agenda, the Consell d’Alcaldes has agreed to unify criteria to prioritize the necessary hydraulic works both at municipal and regional level, especially after the episodes of heavy rains recorded in September and October. In this area, the investment of nearly 1.5 million euros in emergency actions by the Consell Insular and the most affected municipalities, as well as the 3 million euros provided by the Balearic Government for the recovery of torrents, water treatment plants and desalination plants, have been highlighted.
The meeting also served to discuss the improvement of the network of beaching ramps on the island, which currently has seven facilities. The municipalities will study increasing this number and improving the accessibility and environment of the existing ones. Finally, the councilor Maria Fajarnés has reported that 108 applications for aid have already been submitted for the damage caused by the DANA, mostly related to homes, vehicles and businesses, while the president of the Consell has demanded the State the urgent publication in the BOE of the declaration of emergency zone to expedite the procedures and payments to those affected.

The Government stresses that keeping intact the authorization for the transfer of waste was essential to avoid a saturation scenario. Ibiza has had limited treatment and storage capacity for years, and the temporary shipment to Mallorca is considered a temporary but necessary solution.
The spokesman of the Executive, Antoni Costa, insisted that this legal coverage avoids any administrative uncertainty and allows the process to be activated «immediately and in a fully legal manner».
In order to obtain the support of Vox, the Govern eliminated from the decree the Zones of Energy Autonomic Interest (ZIAE) and the modifications foreseen in the law on climate change and in the law on roads. However, the part relating to waste has remained unchanged, thus reinforcing the Executive’s commitment to the operability of the transfer.
In addition to this key point, the decree re-establishes the declaration of Projects of Special Strategic Interest (PEIE) and creates the Strategic Projects Accelerator Unit (UAPE), in charge of expediting the processing of public and private initiatives.
The text also broadens the scope of action of local entities. Municipalities and councils may request the declaration of PEIE for investments related to waste treatment, the water cycle or energy efficiency.
This will allow Ibiza -and the local administrations involved- to promote projects that strengthen their management capacity and reduce dependence on sending waste to Mallorca.
The Commission for the Acceleration of Strategic Projects (CAPE) will be in charge of evaluating the proposals that opt for the declaration of PEIE and of detecting possible administrative blockages. It will be chaired by the Councilor for Strategic Investments and will include representatives of the affected general directorates.

No bulky waste may be deposited on Friday afternoon, the 5th, in the downtown area, as there will be no collection the following day.
It will not be allowed to deposit them on Sunday 7th in the areas of Can Sifre, Cas Serres, Can Sant, Ca n’Escandell and Can Cantó, due to the suspension of the festive service.
The Consistory insists that it is forbidden in any case to deposit bulky waste on Saturday nights, a usual rule that remains unchanged.
The service interruption also extends to the collection of commercial cardboard, so establishments should save the cardboard generated during these days and wait for the resumption of service on the usual schedule.

]]>The deputy of Vox, Patricia de las Heras, demanded the Minister of Economy, Finance and Innovation, Antoni Costa, that the Executive drafts a specific decree to legally endorse the transfer of waste, planned before the imminent limit of the useful life of the landfill of Ca na Putxa. According to the formation, this «inevitable» action cannot be subordinated to a text that they consider «contaminated with Agenda 2030».
Costa flatly rejected the option of a decree of his own and defended maintaining the planned formula: to include the legal coverage within the decree of acceleration of strategic projects, previously rejected in the House precisely because of the vote against Vox. «We are willing to negotiate. Tell us which sections you do not like, we talk about them and, when there is consensus, we approve it in full,» said the vice president.
The conseller reproached De las Heras for criticizing the presence of references to the 2030 Agenda in the text, assuring that «it is not true» that it is full of them, although he was willing to correct what was necessary to unblock the situation. «I think they share most of the measures. It was not the content that motivated their rejection,» he said.
Vox, however, maintained its position and accused the Govern of «trilerism» and of hiding its supposed alignment with progressive policies from its voters. «Bring a specific decree and you will have our vote. Say clearly that you support Agenda 2030. We will not accept blackmail from the old politics,» responded De las Heras.
The Govern insists on negotiation, while Vox demands an independent legal framework. In addition, last Saturday, November 22, Sant Josep collaborated in a cleaning day on the beach of Es Cavallet, organized by Goldservice, with the participation of UTE Es Vedrà, Ibifor and the Association of Volunteers of Eivissa. In addition to the point dedicated to waste, the decree included a second provision relating to a multi-annual agreement valued at 50 million euros destined to the Consell de Mallorca. Until a new legal framework is approved, the Government admits that there is no immediate solution to activate the pilot plan. It is intolerable the state in which the municipality was«, warned the fourth deputy mayor and councilman of Environmental Management and Cleaning, Jordi Grivé.
In parallel, the Local Police of Ibiza has filed a totalof 16 complaints in just two days for violations of the municipal wasteordinance. These sanctions are part of the surveillance and control work that the police force performs continuously in different parts of the municipality.
Among the most outstanding actions is the denunciation of a woman caught leaving a mattress in Galicia Street, as well as the sanctioning of the manager of a beauty salon in Bisbe González Abarca Street for leaving hairdressing utensils on the public road.

During the day on Monday, the agents also located the improper dumping of several bulky objects, such as bottles, doors, oil bottles and other utensils, the abandonment of which is a violation of the ordinance. The municipal cleaning service immediately proceeded to remove this waste for proper management.
These actions are part of the regular inspection devices executed by the Local Police by order of headquarters, in order to ensure compliance with regulations and maintain in good condition public spaces.
