The City Council of Sant Josep has confirmed that it is already working on the technical specifications for the new tender for seasonal services on the beaches of the municipality, which have expired this year after the competition held in 2023.
In response to a query from La Voz de Ibiza, the Consistory has explained that the procedure is underway, still at a preliminary stage, and that for the moment no public details will be provided.
“We are working on the specifications for the new tender. The request for authorizations was sent in July and we are currently awaiting the mandatory reports from the State Ministry of Coasts,” municipal sources have pointed out.
The same sources insist that there will be no more official information until the process moves forward: “We cannot give more information or details until the bidding process is completed,” they explain.
The City Council avoids specifying whether the future tender will maintain the restrictions on sun loungers and umbrellas imposed in the previous contract or whether new features will be introduced in the distribution of lots and award criteria.
The last bidding process
The last tender for seasonal services on the beaches of Sant Josep, held in January 2023, included a total of 3,429 sunbeds and 1,717 umbrellas, distributed in 45 lots.
To these were added four motorized nautical facilities, five non-motorized and two kiosks. This concession remained in effect until 2025.
Total proceeds from the 56 lots amounted to more than 2.1 million euros.
The City Council maintained the maximum prices set in 2018: 10 euros per hammock or umbrella, 20 euros for double hammocks, and rates of 15 euros for an hour of paddle surfing or kayaking, half an hour of velomar or 20 minutes in motorized elements.
In no case was it allowed to charge for complementary services outside the contract.
One of the most outstanding measures of this tender was the 25% reduction in sunbeds and umbrellas compared to the previous concession, with the intention of recovering free space on the sand and improving the sustainability of the coastline.
In addition, 20% of the nautical elements were eliminated and the concessions corresponding to the Natural Park of ses Salines were left out.
In total, 4,720 square meters of sand were recovered, an area that the Consistory considered strategic to compensate for the loss of sediment affecting various sections of the municipality’s coastline.
In addition, in this 2023 tender, the weight of environmental criteria was increased over the economic offer. Proposals with sustainable measures added more points in the award, continuing a line initiated in the previous tender, when 400,000 euros were raised for environmental actions.
At the same time, the sanctioning regime was tightened:

Minor infringements: a fine of 1 % to 4 % of the total contract fee.

Serious infractions: 4.1% to 7%.

Very serious: up to 10%.
Service conditions and lot diversification
Requirements were introduced such as the mandatory presence of qualified lifeguards on beaches without municipal coverage and the installation of recycling garbage cans depending on the elements granted.
As for the structure of the tender, each company or individual could only bid for a maximum of five lots, in order to avoid accumulations and speed up the implementation of the services.
A provisional guarantee of 3% of the estimated value of the contract was also set, which was only returned at the end of the contracting process.
