The two complaints filed against the agent of the Local Police of Sant Josep who also works as a pirate VTC driver, Mateo Beltrán Carbonellleave no room for doubt: mafia practices, harassment, abuse of authority, exceeding his duties and use of privileged information are some of the crimes that emerge from the testimonies of the victims, documents that are in possession of La Voz de Ibiza. Although both presentations date back to the events that occurred in the early hours of last November 11, when Beltrán showed up at the office of the company Avant Link – where one of whose fleets he had been in charge until last May – acting outside his jurisdiction, the crude and forceful testimonies reflect the illegal actions he has been carrying out both against workers and against the firm itself, which is the main supplier of Uber on the island. All this has been brought to the attention of the Sant Josep Town Hall from an entry record dated November 14, even though official sources of the consistory told La Voz de Ibiza that they were unaware of the facts.
In addition, last September, the City Council had opened a file after being denounced by other VTC drivers for harassment, persecution and for benefiting the company of his partner Asunción Susi Pereyra, the former Uber ambassador now in charge of the company Ibiza Premium Transfers, which operates with unlicensed vehicles.
Details of the complaint
The administrator of the firm Avant Link, Uber’s subcontractor, has given details in a police station in Madrid of the events that occurred at 1:30 in the morning of November 11, when Beltrán arrived in uniform and in the police vehicle of Sant Josep with another colleague to the offices of the company located within the municipality of Vila, outside its jurisdiction.
In his account, the administrator says that from November 2023 to May 2024 Beltrán worked as “employee and responsible in one of the fleets managed by Avant Link”.
Dismissal
“This had several problems with various employees, producing a series of dismissals, facts that surprised him,” he said, adding that on one occasion “Mateo wanted to fire a particular employee, which (administrator) had in good consideration, so he lets him know that he does not agree with such a decision. Mateo put him in the position of deciding between him or the said employee, and the complainant decided to dispense with Mateo”. There began the ordeal of threats, harassment and persecution. According to the National Police of Madrid, the accused has been harassing the company saying that “heis going to do everything possible to close the business and ruin it, and then the problems began”. “(Beltrán) has contacted various employees and ex-employees with the aim that they file a complaint alleging labor irregularities, stating that most of these workers have refused to do so,” he said.
Your role as local police
The threats took on a different tenor when, in June 2024, the pirate cab driver enters the service as Local Police in the municipality of Sant Josep.

(the manager)” All because the manager was a witness of Beltrán’s mafia-like practices. According to the manager, some five workers, under pressure from the policeman, have filed a complaint against the company. “One of these complainants was E.G.G.. The witness has learned that Mato told Enrique that the latter had to get compensation from the complainant and that he was going halfway, and I am a witness to these facts, C.D.”. In addition, the testimony details that he had been a policeman before working in Avant Link and that “he had decided to leave the profession, having knowledge later that, apparently, he had been separated from the service for various problems”.
The other complaint
The other complaint was filed by the manager himself in the Ibiza National Police.
According to his testimony, during his time at Avant Link, the now pirate driver and police officer “had committed numerous irregularities with the company’s vehicles“. Since his departure from the Uber subcontractor, the worker has been “enduring a series of harassing and harassing compartments“, which the accused carried out while on duty as a local police officer”.

Telephone threats from the checkpoint
The Avant Link manager also said that he had received phone calls from Beltrán “from the official number of the Sant Josep Local Police Station, in which he threatened that he was going to sanction him in such a way that he would lose points on his driver’s license“. And he also threatened to carry out the same action with more of the company’s employees. All this harassment is “undermining the psychophysical wellbeing of the person appearing, given that he has to endure this type of disproportionate interference in order to provoke him. A feeling of uneasiness that at all times is affecting his daily chores as well as his work, to such an extent that when the declarant sees a car of the Local Police he is overcome by a state of insurmountable uneasiness”.
