Apartamentos Castaví, SA; Paraíso de los Pinos, SA; Far Away La Mola, SL; Ojalá Formentera 3, SL; Monolisto 2016, SL; and Delle Vittorie, SL are the six companies that have benefited from the changes in criteria regarding the bases introduced by the Contracting Committee, at the request of the Environment technician, with the open bids, as reported exclusively by La Voz de Ibiza. None of these companies would be in the pole position of the award as now, if the bases had been applied as they are written and the Contracting Committee had not pulled out of the sleeve a new range, the 15 points, and a way of assigning points different from the one contemplated in the bases and that, moreover, only applied to companies with real chances of being awarded: the arithmetic sum of the accumulated points. Conversely, only two companies would have scored better without the changes in criteria. In at least one of the cases, however, there is still doubt about the extra correction period unveiled by the president.
Angel Bustos
The two companies that have won lots 19 and 24 for beach bars on the beach of es Pujols, Apartamentos Castaví, SA and Paraíso de los Pinos SA, are part of the family business conglomerate of Ángel Bustos Martínez, known for his businesses in the port world through Marina de Formentera SA.
This company has been involved in several legal proceedings related to the Port Authority of the Balearic Islands. Ángel Bustos, CEO of the company, was acquitted because his crime was time-barred in the Mar Blau case, despite the fact that it was proven that he obtained a concession in the port of La Savina thanks to privileged information provided to him by APB officials. The president of Compromís amb Formentera, a coalition party of the PP in Sa Unió, and second vice president of the Consell de Formentera, Javier Serra, is a partner of Bustos in this company. Specifically, in the registry of assets held by La Voz de Ibiza he claims to be the owner of 22.40% of the same, with a market value of 437,448 euros .
Same administrator
The sole administrator of both companies is a third company, Indeisla, SL, also belonging to the business conglomerate of the Bustos family.
The manager
Also related in some way with the environment of Bustos is another of the bidders benefited from the changes of criteria through Far Away la Mola, SL. This is Juan José Costa Guasch, who assumed the position of sole administrator of this company in August 2023, that is, with the envelopes already scored. Costa Guasch replaced Jonathan Di Segni, who was also sole administrator of the company founded by Costa Guasch Calima la Savina, SL, as can be seen in his Linkedin profile. This company is the concessionaire of the cafeterias of the maritime stations of Ibiza and Formentera. There are apparently no business links between the companies, something that cannot be ruled out either, since the ownership of the shares of a company is not public. The relationship is personal, as Costa Guasch has also been a director and joint managing director of Marina de Formentera, SA from November 2019 to May 2022 and still appears as manager of the company in some of the business information portals consulted.
Cisneros
Another coincidence of the contest is that the lawyer who has filed a brief on behalf of the highest rated is Francisco Javier Cisneros de Cid, the lawyer of Marina Formentera in several lawsuits and known in Ibiza for his participation in Club Básico 12 Millas, SL the company whose appeal knocked down the concession for projects of the Club Nautico de Ibiza and which is one of the pieces of the case ports for which the former mayor of Ibiza, Rafa Ruiz, the former president of the Port Authority, Joan Guall, and the president of the Club Nautico de Ibiza, Juan Marí are charged.
Ca Marí
Behind the highest scoring bid in lot 50 of the ca Marí beach is Ojala Formentera 3, SL, a company that, like the previous three, also failed to win the technical bid and scored 21.56 points instead of the 10 initially expected, which could have been a maximum of 15 if the new range had been applied. The administrators of this company are Nico Antico and Enrico Gagliardo, who manage a restaurant on the island.
The Strip
Behind the top-scoring company in lot 35, a beach kiosk on Arenals beach, is Delle Vittorie, SL, which obtained the third best score in the technical bid. This is the kiosk of La Franja. Its owner, Lorenzo Biancolella, has been managing two other restaurants on the island for years. The last of the six companies to benefit from the change of criteria is Monolisto 2016, SL. of Pedro Jesús Arribas Redondo. It is lot 38, at the Pirata Bus location.
