New serious irregularities in the processing of the mega-contest of the awarding of beach services in Formentera promoted under the government of GxF and PSOE in the last legislature and which was finalized by Sa Unió with regard to the beach bars with the opposition of the president of the Consell de Formentera, Llorenç Córdoba. According to what La Voz de Ibiza has been able to know thanks to the documentation that the court has sent to businessmen who have initiated administrative proceedings against the awards and who have accessed the complete file, the modifications of the specifications by the Contracting Committee unveiled exclusively by La Voz de Ibiza were executed after all the envelopes with the technical offer and envelopes with the economic offer of some of the bidders were opened. In addition, there is no trace of a legal report that supports these modifications. As La Voz de Ibiza revealed on its own, seven of the eight successful bidders for the beach bars would not have been the best rated of the contest if they had not been able to execute a minimum of five modifications that suffered the specifications that governed the contest under the political responsibility of the PSOE. Of the five changes that La Voz de Ibiza has managed to identify and about which the political parties keep a hardly explainable silence, one marks the result and is key: not to apply to the best-scored bids the criteria established in the established ranges and that were also modified and allow the following to pass to the round of the economic offer with all the accumulated points. Thus, the Contracting Committee modified the criteria established in the bases knowing which would be the winners of the tender without the modifications introduced and knowing who the winners were going to be thanks to the aforementioned changes.
Cordoba press conference
The president of the Consell de Formentera, Llorenç Cordoba, will give his version today on the investigation being carried out by specialized agents of the Central Operational Unit of the Civil Guard on the irregularities revealed exclusively by La Voz de Ibiza in the processing of the tender under suspicion of beach services and others that may have occurred in urban requalifications. According to this media, the highly specialized agents of the UCO questioned politicians and officials of Formentera. Businessmen were also interrogated. In spite of the secrecy with which the Guardia Civil works, it has been proven that they have taken statements from two of the three members of the Governing Board that consecrated the irregularities by awarding the eight beach bars, Verónica Castelló and Maria Cristina Costa, and the secretary of the institution, Ángel Custodio Navarro. Initially, it also appeared that the spokesman for Sa Unió, Óscar Portas, had been questioned, but he denied it. The coalition Sa Unió tries to make it seem that the investigations of the UCO are the result of its denunciation of Llorenç Córdoba, an extreme that contradicts the information handled by La Voz de Ibiza. Be that as it may, there is no doubt that one of the lines of investigation of the UCO is the mega-contest under suspicion of the beach services and that the intervention of the president of the Consell de Formentera in this chapter is at least limited. And is that Cordoba decided to withdraw from the contest after the presentation of a request for recusal by the highest rated thanks to changes in criteria and have openly breached the rules on several points throughout the summer. According to Periódico de Ibiza, Cordoba filed a complaint with the Special Prosecutor’s Office against Corruption and Organized Crime in Madrid at the end of May about irregularities in the award process, as well as urban requalifications agreed during the last legislature.
