The cash of the Local Police of Sant Josep, Mateo Beltrán Carbonellwho, as revealed by La Voz de Ibiza, has acted outside of his jurisdiction by skipping the law of local police officers confesses in a telephone conversation with a worker of the main Uber provider in Ibiza the mafia practices that have been denounced in recent months: he uses his status as an agent of authority to report alleged traffic violations to drivers with whom he is at odds. The audio, which is in the possession of La Voz de Ibiza, corresponds to a conversation in June this year with a worker of the company Avant Link, Uber ‘s main supplier on the island of which Beltrán himself was part between November 2023 and last May as head of one of the fleets. Not in vain, his wife, Asunción Susi Pereyra, served as ambassador in the landing of the multinational on the island. Beltrán was fired as manager of the company in May, which would end up unleashing the thirst for revenge of the former worker who, at that time, became part of the Local Police of Sant Josep. He had also been a policeman in Sant Antoni. The City Council of Sant Josep remains silent on this case of which it is aware, as well as the alleged informative file that it said to have opened this summer.
There Beltrán is blunt: he threatens to “crunch with fines” the company’s drivers with whom he has differences and acknowledges being a pirate driver of a vehicle that provides VTC service without being one.

The telephone conversation is full of threats, some underhanded, others openly explicit. For example, he advises his interlocutor to“stay away (from another driver) because as of today the PJ (Judicial Police) will investigate him. I am only telling you this. We are talking about big things. So that you understand me, Dominican guy”. Abusing his position as a member of the Sant Josep Local Police, he uses traffic fines as a tool of intimidation. In this sense, he recognizes that he is harassing and harassing a group of drivers, although he has mainly been angry with one who he allegedly called “Moro de mierda” (shitty Moor). “If I catch him, I’ll crucify him,” he warns. And later he adds: “If I see him, I’ll crucify him. May his head explode.
Modus operandi

The Traffic and Road Safety Law establishes four exceptions to the general rule that determines that sanctions must be notified at the same time the infraction is committed. Beltrán would be taking advantage of the one that exempts the denouncing agent when he is carrying out surveillance, control, regulation or traffic discipline tasks and, therefore, lacks the means to stop and notify the driver of his infraction thanks to the fact that the agents enjoy what is known as “the presumption of veracity of the agents makes the arrest of the offender legally unnecessary”. Their mafia-like practices generate fear among VTC drivers. And Beltrán’s account feeds such fears: “Today I’m not going to see him, nothing happens. In the conversation, he also acknowledges that he has used in a somewhat vehicle without a license for the transportation of passengers.
“I have a lot of work, what do I do? Well, with the LYL (license plate letters of one of the vans working for Susi Pereyra’s company),” he admits. However, that vehicle could not be used for that purpose since the license it held was for a change of service. Despite this, it has worked as a pirate cab throughout the season, something that has been revealed by La Voz de Ibiza.
