The Govern has initiated a process of prior public consultation to. “modify and improve” Decree 21/2017., which regulates the activity of renting boats and pleasure boats in the region. The consultation will be open for 10 days on the website of the Directorate General of Ports and Maritime Transport, allowing citizens, organizations and entities of the sector to express their opinion and provide suggestions on the key issues to be addressed.
The Councilor for the Sea and Water Cycle, Juan Manuel Lafuente, presented this initiative at a press conference, highlighting the importance of updating the regulations to adapt them to the new realities of the sector. “Nautical rental is strategic for our community because of its economic impact and the need to ensure that it is developed in a safe, transparent and sustainable way,” Lafuente stated. Since the approval of Decree 21/2017, both state and autonomous regulations have changed, making a review necessary to contemplate the growth of the sector and new demands. This consultation seeks to gather opinions to define the main axes of the future regulatory modification.
Key issues raised in the consultation
- Nautical rental concept: Clearly specify the scope of this activity to combat professional intrusion and ensure that all operators comply with legal requirements.
- Digitalization of procedures: Create a single telematic system to facilitate administrative management and speed up the presentation of responsible declarations.
- Adjustments in requirements and documentation: Update the conditions required of operators to adapt them to the new realities of the sector.
- Regulation of the Balearic registry of boats: Proposal to develop a specific registry that allows greater control over nautical rental activities.
- Good practices: Promote responsible use of the marine environment and ensure environmental protection through clear regulations.
“We want to build a modern and efficient regulation that responds to the current challenges of the sector and promotes sustainability,” Lafuente assured. The general director of Ports and Maritime Transport, Antoni Mercant, also intervened, stressing the need to strengthen control over nautical rentals and facilitate regulatory compliance through digital tools. After completing the public consultation, the Govern will analyze all the contributions received and will work on drafting a proposal to amend the Decree. This draft will be subjected to a new process of public exposure for the presentation of allegations before its final approval.
