The Plenary of the City Council of Ibiza has approved this Thursday the collaboration agreement with the Consell Insular to finance basic community social services between 2025 and 2027, with a total contribution of 3,198,669.96 euros. The initiative will strengthen care for people in vulnerable situations and ensure the continuity of essential social intervention programs.
The Councilor for Social Welfare and Housing, Lola Penín, stressed that this agreement is “fundamental to ensure quality care” and provide professional teams with the necessary resources. “We are talking about services that allow us to provide an immediate and efficient response to situations of vulnerability, emergency and social risk. With this agreement we guarantee guidance, detection, prevention and accompaniment,” he stressed.
How the funds will be distributed
The financing plan – regulated by Law 4/2009 on Social Services and conditioned to the professional ratios set by Decree 48/2011 – is structured in seven main lines, including social urgency, children’s programs, basic benefits and reinforcement of professionals of the Social Work Units.
The funds will be distributed as follows:

The contribution combines funding from the Balearic Government and the Consell Insular, which participates in the lines for basic professionals and social benefits.
Fine for a serious animal protection violation
During the session, the Plenary also approved a sanction of 1,500 euros to an owner who walked a dog classified as PPP without a leash or muzzle, and who ended up attacking and killing another animal. The conduct was considered a serious infraction of the Animal Protection Ordinance.
New traffic regulations: motorcycles only in designated areas
Likewise, the modification of the Municipal Ordinance of Circulation was approved to reinforce mobility and order in the public space. The most relevant changes are:

Motorcycles and mopeds must park exclusively in marked areas.

Vehicles parked for more than 72 hours in the same spot may be taken to the municipal impound lot.

A specific sanctioning regime is incorporated for motorcycles parked incorrectly.
The objective is to avoid road congestion, vehicle abandonment and to improve road safety.
