The Consell Insular de Ibiza has decided to delegate to the company awarded the contract the responsibility of determining the location of the two new mobile units of Technical Inspection of Vehicles (ITV).
This is stated in the technical specifications published on the occasion of the tender for the service, which seeks to expand the inspection capacity on the island and reduce the current waiting times, which are close to five months.
According to the document, “currently the Consell Insular de Ibiza does not have a planned location for this second mobile ITV unit“, so “it is proposed that the service contractor will provide it“. This implies that the winning company must have a suitable space, with specific characteristics, so that the mobile stations can operate effectively.
The specifications state that the area must be “prepared for the passage of vehicles (paved or cemented) no smaller than 300 m²” and have “an adjoining area with a capacity of at least 30 parking spaces for waiting vehicles”, in addition to the necessary space for taxiing. In total, the minimum surface area required ranges from 650 to 1,000 square meters, depending on the configuration.
The awarded company will also be responsible for ensuring that the location has all the necessary planning and activity permits, in compliance with current legislation, such as Law 7/2013, of November 26, on the legal regime for installation, access and exercise of activities in the Balearic Islands.

This new contract, with an initial duration of one year and extendable up to three years, contemplates the implementation of two mobile units that will be able to perform up to 30,000 inspections per year, including periodic pre-registration inspections of refurbishments and heavy vehicles.
The specifications indicate that the mobile stations will be formally attached to the fixed station of the Consell in Santa Gertrudis and will act before the Dirección General de Tráfico with the station code 0703.
To ensure the operability of the service, the units must remain open five days a week, with mandatory minimum hours from 9:00 to 13:00 and from 16:00 to 20:00, and be staffed with qualified technical personnel, in addition to having computer systems interconnected with the Consell and the DGT for downloading inspection data.

When would the new ITV be active?
Once the contract is signed, the company awarded the contract will have a maximum period of 30 days to move, assemble and start up the mobile units in the location it has defined.
During this period, it must also obtain the corresponding activity license, submit a certified technical project and comply with the acoustic (less than 65 dB) and urban planning requirements. In addition, the toilets, office, dressing rooms, data connection, cash dispenser and alarm system must be in operation.

The contract establishes that the awarded company will be able to carry out up to 29,760 inspections per year, if it decides to extend its schedule by up to 25%. Meanwhile, the Consell establishes a “minimum number of first inspection appointments” of 23,808 appointments, at a rate of 12 inspections per hour, from Monday to Friday in the mornings and afternoons.
In the meantime, the Consell will not pay the contractor for second inspections derived from unfavorable reports of a first one.
Although it will be operated by a private company, all information, data and documentation generated during the inspections will be the property of the Consell Insular de Ibiza. This includes reports, statistics and records.
The contractor may not disclose any data without express authorization and must return all documentation at the end of the contract.
