The waiting list for affordable apartments in Ibiza soars: what are the projects for 2026?

While the waiting list for an affordable Ibavi apartment has shot up 52% from last year to this year in Ibiza, the Balearic Government plans to start building 1,000 homes to alleviate the crisis through the announced Plan de Choque.

This has been advanced by the Balearic Housing Institute (Ibavi), responsible for promoting and managing subsidized housing, to La Voz de Ibiza.

The figures reflect a strong increase in the demand for affordable housing. At the moment, there are 9,296 on the waiting list throughout the Balearic Islands, of which 6,032 correspond to Mallorca. However, where the request for help to the administration has grown the most is in Ibiza: it went from 1,362 to 2,071 registered from 2024 to this year.

Meanwhile, in Formentera, there are currently 80 people waiting, compared to 75 a year ago.

In this context, this week, the Minister of Housing of the Balearic Government, José Luis Mateo, has stated that the housing situation in the Balearic Islands is “the biggest challenge as a society”. However, he has dismissed as a viable option to declare stressed areas, as the central government has been pushing for.

1,000 homes for Ibiza

Ibavi sources have remarked that “this Government is promoting in Ibiza about 1,000 affordable homes for residents through the Plan de Choque, which includes various measures and programs”.

In this sense, they detailed that this Shock Plan is based “mainly with the public promotion of Ibavi, which is planning almost 300 houses, and more than 500 with the program ‘Construir per Llogar‘”.

At the end of last month, the Vila City Council ceded two municipal plots to Ibavi to build more than 200 affordable rental housing units.

These plots are located at Sant Francesc de ses Salines, 15, and Canàries, 16.

In any case, Ibavi is optimistic that “these figures will increase as progress is made in the talks with the municipalities”.

“It is foreseen that the works of most of the promotions could start in 2026“, estimated from the Govern when asked by La Voz de Ibiza .

The detail of the projection for the island

Of those 1,000 homes announced in the Plan de Choque, more than 500 correspond to the program Construir para Alquilar, which does not depend on the IBAVI, but on the General Directorate. Meanwhile, the Balearic Housing Institute is planning almost 300 public developments in Ibiza .

In addition, the councilor Mateo had said that these 300 “are in addition to the 60 that are already under construction and we hope that the Sepes will cede to Ibavi and the City Council of Ibiza plot 10 of Ca n’Escandellas promised, for the public promotion of 170 houses”.

In this line, the Department of Housing has added to La Voz de Ibiza that these nearly 300 IBAVI public housing units in planning include, on the one hand, the five new developments of the Institute: four developments in Ibiza – on two plots owned by the Ibiza Town Hall and on two plots ceded by the Consell de Ibiza – and the new development of 18 homes in Sant Antoni de Portmany on a plot purchased by the IBAVI from the SAREB .

And, on the other hand, the Ca n’Escandell development, pending in the first place from the state company SEPES and in which IBAVI plans to construct 170 homes (the project with the other two SEPES plots totals 532 homes).

Meanwhile, of the Construir per Llogar program, there are more than 500 homes in planning: more than 200 in Ibiza through the call of the Government and about 300 in Santa Eulària, according to forecasts of the City Council.

In addition, there are also about fifteen housing units of limited price for the conversion of premises, one of the measures of the Law 3/2024, and “other projects of new endowment housing that are in planning,” explained from the Govern.

Priority for residents and youth

The bases of the procedure will establish that preference will be given to persons registered in the municipality who can prove a continuous residence of at least ten years.

Likewise, 25 percent of the housing units will be reserved for people under 35 years of age, with the purpose of favoring young people’s access to housing and combating the difficulty that this group faces in the local real estate market.
