A few days before the International Day for the Elimination of Violence against Women, which has been commemorated every November 25 since 1999, the Consell Insular de Ibiza has not yet set up the 24-hour crisis center to attend to victims of sexual violence.
This is the so-called Centre de Crisi, a free and voluntary service that will aim to “address the emergency in cases of sexual violence through comprehensive intervention in the short and medium term to help channel the overcoming of the consequences and support for women, and provide telephone and face-to-face information 24 hours a day to victims.
Just a year ago, the council promised to implement it “as soon as possible”.
Now the idea is “to be ready before the end of this year“, they have advanced to the consultation of La Voz de Ibiza. However, there is still no specific date.
This week the Public Sector Procurement Platform announced the award of a one-year contract for 569,801.88 euros to the Institute of Social Work and Social Services (INTRESS).
What does the 24-hour center consist of?
The Center de Crisi provides “psychological, legal and social care, to provide support and assistance in crisis situations for victims of sexual violence, their families and the people around them”.
It will provide telephone and face-to-face support and information “24 hours a day, every day of the year” to all women over 16 years of age “regardless of their administrative situation, who have experienced an attempt or a situation of sexual violence recently or in the past, and to their family members or close relatives”.
The attention to the victim’s family and close relatives is aimed at “facilitating the support they can provide to the victim in the process of overcoming the consequences that the violent experience may leave in their emotional, behavioral, social and cognitive development,” as stated in the technical specifications prepared by the Department of Social Welfare, Family and Equality of the Consell.
Access to the service can occur on the woman’s own initiative or by referral from other resources, and it is not necessary to have filed a complaint or to be in a position to do so.
The characteristics of the service
The center must be located in the urban area of the island. It must be “well connected by public transportation, be on a busy and well-lit street, and have some security measure(s) at the access to the property (security cameras, physical doorman, intercom, etc.)”.
In addition, the bidding documents state that the building must “have a minimum area of 90 square meters distributed in a reception room, 2 offices for individual attention with natural light that guarantee confidentiality and attention in optimal conditions, a room for groups and meetings, an office for the archiving of the documentation under custody, and two toilets”.
For the correct functioning of the service, two types of interventions are established according to the moment in which the crisis situation occurs.
On the one hand, emergency situations and night hours (from 8:00 p.m. to 8:00 a.m.), weekends and holidays. In these cases, the intervention will initially be a telephone intervention.
“In the event that the telephone line is busy, a maximum of 60 minutes will be established to return calls. After assessing the situation, and within a maximum of 30 minutes, a decision will be made as to whether or not to activate the service, with reasons,” he explains.
Once the service has been activated, the emergency personnel “whenever the user requires on-site care, they can go to the corresponding place to be attended or to the service headquarters according to their assessment”.
Meanwhile, during regular (daytime) hours, from Monday to Friday and from 8:00 a.m. to 8:00 p.m., specialized care will be offered by appointment. “In the event of a crisis situation, care will be provided under the same conditions as during emergency hours,” the specifications state.
