The Regional Ministry of Housing, Territory and Mobility has incorporated the possibility of establishing a single rate in the cab service in the new draft decree of the sector to encourage joint presentation agreements between municipalities.
This was explained this Thursday by the Councilor for Housing, Territory and Mobility, José Luis Mateo, and the general director of Mobility, Lorena del Valle, at a press conference. The draft decree of the cab sector tariff model now begins the period of public information and the phase of allegations prior to the approval and entry into force of the decree, scheduled for before next summer.
Specifically, the decree incorporates, for the first time, the possibility for the island councils to establish a single rate to which local councils can voluntarily adhere.
Consensus
As highlighted by the conseller, the text has been worked and shared with the main employers of the cab sector, from a will of “maximum consensus” with the sector and with the aim of improving mobility and to advance in administrative simplification. When the decree is approved, a reference rate will be established on each island that may be determined by the island councils in the case of Menorca, Ibiza and Formentera; while in Mallorca it is a competence of the Govern; or at the municipal level, since the municipalities may be attached to the rate of another municipality. Likewise, the law approved by the Parliament last year provides for the regulation of the creation of territorial areas of joint provision between municipalities, to improve the service to citizens and thus contribute to a more sustainable use of cabs. The aim is to simplify and promote agreements between several municipalities for the joint provision of cab service. In this way, Mateo explained, criteria and fares will be unified for all the cabs in the municipalities of the joint service area, empty routes will be avoided and the offer for users will be increased. In order to determine the fares, according to the general director, defined parameters are established to calculate the fares and clear criteria for their application and to reflect the real costs of the service. The text also differentiates between a new tariff and an update, and incorporates two economic study models, one to determine new tariffs and the other to revise the current ones. This decree is the pending development of Law 4/2014, of June 20, on land transport and sustainable mobility of the Balearic Islands, which “for more than ten years has been abandoned”. On the other hand, asked about the mobile application for the cab service, Del Valle has said that “progress is being made” and that soon several issues in this regard should be addressed with the sector.
