Formentera’s ways to avoid a summer without beach bars
After a political crisis of more than a year, the main argument put forward by these sectors was institutional “paralysis” and the breakdown of trust with Cordoba.
Cordoba’s departure was the outcome of an entrenched political crisis, with internal rupture in the government bloc and a majority that was reconfigured to leave the president isolated. In the final stretch, GxF and PSOE conditioned their support to previous movements within Sa Unió, while the Consell entered a dynamic of institutional blockage that ended up accelerating the change of command and Portas’ candidacy.
First decisions (and first pulse with Cordoba)
The new Executive started with a symbolic (and very political) gesture: Portas revoked the office that Córdoba had been assigned minutes before the motion, and relocated it outside the main building of the Consell, in a satellite building. The decision was formalized by decree on January 15.
In the first big batch of internal measures, the government of Sa Unió rescinded contracts signed by the previous president before his removal before his dismissal, for a total amount of 130,000 euros, according to La Voz De Ibiza.
At the same time, Portas and councilor Verónica Castelló presented proposals for Formentera.eco 2025, with changes in the vehicle access system and entry quotas, in the midst of the political debate on inter-island mobility.
Chiringuitos, the conflict that will not be extinguished
If there is an issue that crosses the year of Sa Unió as a constant crack is that of the chiringuitos and the mega-contest under suspicion, which was reported in detail by La Voz de Ibiza. And not only for the contest, but for the daily management of the concession and non-compliance.

Illegal immigration and mines, the pressure that overflows
On the other hand, illegal immigration and its logistical and social effects became a structural front for the presidency of Portas. The island president made repeated requests to the central government to provide more resources to the flood of boats that had the smallest of the pitiusas as one of the main destinations in Spain.
In parallel, the Consell negotiated without progress throughout the year the transfer to the Govern of the competences over migrant minors.
As defined by Portas in October, during the visit to the island of the Councilor for Families, Social Welfare and Dependency Care, Sandra Fernandez, Formentera lives a “borderline situation” by the guardianship of unaccompanied migrant minors.
The Consell de Formentera takes care of 127 migrant minors, an unprecedented number and much higher than the resources it has available.
Mobility
Mobility and vehicle congestion in the summer was a very lively topic in the Pitiusas in 2025. In that framework, Formentera developed for the seventh year Formentera.eco. During the regulated period -between June 1 and September 30-, the quota was completed 100% of the days during 74 days, divided between June (12), July (25), August (31) and September (6).
The Consell stressed that the model is consolidated, with a reduction in the number of vehicles over the years. The bad climate continued after the summer. In fact, in November the Consell itself acknowledged “human errors” in the management of the nursing home. The Councilor for Social Welfare, Cristina Costa, pointed out that the Consell is working with the Govern to achieve a more efficient management of the center.
Port of La Savina
Another of Sa Unió’s significant political gestures over the last few months was its decision to bury the Special Plan for the Port of La Savina that had been approved by GxF and PSOE and its decision to process a new one.
In April, Portas pointed out that the Consell is negotiating with the APB on aspects of the new Special Plan that are in line with the island’s interests. Recently, the president of the Port Authority of the Balearic Islands, Javier Sanz, thanked the Consell for its collaboration in the elaboration of the new Special Plan.
Withdrawals that were not long in coming
Another folder that dragged on for months was that of stranded vessels following the DANA of August 14, 2024.
In April, the Consell assumed that the Helisara VI should be considered waste and that it would take charge of the transfer, while the problem of the Scipio 1924 continued due to the lack of location of the owner, as it was published. And on July 4, 2025 the Consell finally removed the Scipio 1924 after eleven months stranded in ses Illetes.
The Helisara VI, however, remained stranded until November. Only then, and after GxF denounced the abandonment and that the vessel had been destroyed after an autumn storm, the Consell proceeded to the removal. “It was a costly and complex process,” justified the insular Executive.
Illegal dump in Es Cap de Barbaria
While the “mountain of boats” linked to the migratory crisis grew, Cap de Barbaria added another explosive front: the Government ordered the urgent closure of the illegal landfill due to serious breaches in waste management, with an accumulation of debris that, according to the information published, reached more than 240,000 cubic meters and a height of approximately 40 meters, visible even in satellite images.
The Consell confirmed that it would assume a fine of 500,000 euros linked to the irregular management of the closed area and announced a temporary solution while it sought a structural solution. In political terms, the episode portrayed one of Sa Unió’s dilemmas of the year: inheriting a chronic problem and having to turn it into a roadmap, with the Govern overseeing the process and the island demanding viable alternatives so as not to collapse its waste system.
Administrative stumbling blocks and 2026 budget up in the air
The end of 2025 left another picture: that of a government that, in addition to managing crises, is exposed for errors of form.
On October 31, a budget amendment was marred by irregularities and forced to redo the paperwork. “It’s all wrong,” he complained in the plenary session. Ángel Custodio Navarro, secretary of the Consell.
And already in December, Sa Unió was again in the spotlight: unsigned documents and absences in the agenda jeopardized the processing of the 2026 budget (49 million), which was put on hold and subject to reinforced majorities until it was reactivated.
