The Parliament has approved, with the votes in favor of all the House except those of Vox, the proposal of law to control the influx of vehicles in Ibiza. In the plenary session on Tuesday, the House has given the green light to the opinion of the Committee on Spatial Planning, Housing, Mobility, Sea and Water Cycle on the proposed law registered by the Consell de Ibiza last May. Thus, the rule addresses the limitation of entry of all types of motor vehicles and limits the circulation in certain public spaces, including parking, being the Consell Insular the one to mark periods with specific and differential exceptions. Also the insular institution will mark the ceiling of vehicles, which will be approved on an annual or biannual basis with a quota for residents of Formentera and introduces specific quotas for caravans. Likewise, the law will empower the insular institution to create a distinctive and mark those vehicles exempted and contemplate measures related to the promotion of public transport. The proposal arrived at the Parliament promoted by the Consell de Ibiza and was taken into consideration on June 4. During the parliamentary process in committee and commission 72 amendments have been approved.
Broad consensus
The ‘popular’ deputy and president of the Consell de Ibiza, Vicent Marí, has applauded the“broad consensus” that has been achieved in the bill, stressing that of the 103 amendments presented, 93 percent have been approved, transacted or withdrawn, a figure that “demonstrates the high degree of consensus”. In this line, the deputies of the left have expressed their support to the initiative. Thus, the deputy of MÉS per Mallorca Ferran Rosa has applauded the consensus reached with all groups except Vox, as well as the broad agreement. The socialist deputy Pilar Costa, likewise, has celebrated that the text of the bill is consensual thanks to the efforts of the political groups, both in the Consell de Ibiza and in the Parliament. In the same way have expressed the deputy of Unidas Podemos, Cristina Gómez, and the deputy of Més per Menorca, Josep Castells, who have pointed out, on the other hand, the need to implement a similar law in Menorca. For the socialists, there are three fundamental issues that the law has to include, such as the creation of a mobility consortium in Ibiza, that the law affects all types of vehicles and that it applies from June 2025. However, the Socialist deputy pointed out that with the approval in Parliament, the entire law comes into force and that “nowhere does it say that it will be applied progressively”. This is what she said after regretting the statements of the Consell Insular in which it was pointed out that the measures would be applied progressively. On this issue, Marí pointed out that the application will be progressive because “it would be daring to say that everything will be done by a certain date”.
