The Government of the Balearic Islands has announced the start of a public consultation prior to the drafting of a decree that will regulate the determination, updating and conditions of application of the fares for the following services cab services and discretionary public transport of passengers in tourism vehicles. This measure seeks to establish a clear and efficient regulatory framework to ensure a balance between the costs of the service and the income generated, according to the announcement of the Conselleria de Habitat, Territory and Mobility.
Objectives of the consultation
The purpose of the decree is to solve problems related to the management of urban and interurban tariffs, which include:
- The lack of an approved economic model that allows for the regular updating of tariffs.
- The lack of clear procedures for setting urban and interurban rates.
- The need to unify cost structures and determine single equivalent tariffs for different municipalities.
In addition, it intends to regulate the conditions for the application of fares in cab services, including possible special regimes for the collection of passengers.
Public participation
The public consultation will be open for 10 working days and will allow citizens to submit contributions through the Government’s Citizen Participation Portal. This initiative seeks to gather suggestions and opinions that may enrich the regulation process.
Regulatory context
The draft decree arises in response to the need for a uniform model to facilitate the management and updating of fares. The legislation in force in the Balearic Islands establishes that this model must be approved by regulation and that the municipal and regional administrations must have tools that unify economic and operational criteria for discretionary public transport.
Requirements for participation
To participate in the consultation, interested parties can access the Govern’s portal or send their contributions in writing to the Directorate General of Mobility, in accordance with Law 39/2015 on Common Administrative Procedure. The Govern also stresses that this initiative is part of a larger effort to ensure the economic and operational sustainability of public transport on the islands, considering the diversity of urban and interurban areas and the specific challenges of each municipality. This consultation represents an opportunity for the citizens and sectors involved to contribute to the development of a more efficient and fairer fare system in the Balearic Islands.
