The residential market in Ibiza and Formentera is undergoing a profound and sustained change. Official data from the Real Estate Cadastre of 2025 confirm that home ownership is increasingly concentrated in foreign hands, both individuals and companies, to the point of structurally altering access to housing on both islands.

If only natural persons are analyzed, one out of every five property owners is foreign. Of the 52,765 residential property owners registered in Ibiza and Formentera, 10,502 are not Spanish nationals, which represents 19.9% of the total, according to Noudiari based on this report.

The presence of foreigners varies by municipality: it ranges from 12.26% in the city of Ibiza and almost 30% in Santa Eulària and Sant Joan, to 24.36% in Sant Josep and 20.25% in Formentera.

Official Real Estate Cadastre data for 2025

The scenario is completely transformed when the analysis is extended beyond individual owners and incorporates corporations and other legal entities. Under this approach, foreign ownership reaches 48% of the total: 23,347 of the 52,765 residential owners.

Santa Eulària and Sant Joan lead the ranking, with close to 70% of foreign owners, followed by Sant Josep (57.16%) and Formentera (52.38%), while Ibiza capital and Sant Antoni exceed 30%.

These data are consistent with recent statistics on real estate sales and purchases, which place the Balearic Islands among the provinces with the greatest weight of foreign buyers in 2025. The Cadastre allows us to verify that this presence is not limited to recent operations, but is reflected in a cumulative way in the current structure of residential property in Ibiza and Formentera.

The Balearic Government is studying the implementation of a tax deduction of up to 2,000 euros for homeowners in the Balearic Islands who do not increase the rental price above the Consumer Price Index (CPI). The aim of the measure is to curb the rise in rents and contain the increase in the price of the residential market in the archipelago.

The initiative, promoted by the Executive of the Popular Party, would be introduced by means of an amendment in the decree law of strategic projects, which is currently being processed as a law in the Parliament. This has been explained to OKBaleares by the spokesman of the Government and Minister of Economy, Finance and Innovation, Antoni Costa, who said that the proposal is still under study, as it seeks to reach a consensus with the partners of Santiago Abascal.

Costa stressed that this is a deduction in the IRPF, designed to benefit small owners and not large holders or vulture funds. “It is a tax deduction that would favor those who rent a home as a rent supplement, not large investors,” he said.

The conseller has also recognized the concern of the autonomous Executive for the evolution of the rental market in the Balearic Islands, especially in view of the termination of thousands of contracts next year. Although the Government does not have its own data, beyond those provided by the central government, Costa warned that the situation could lead to significant price increases.

According to data from the Ministry of Consumer Affairs, around 24,000 rental contracts will end in 2025, which could translate into an average increase of up to 4,615 euros per year. These are contracts signed in 2021, coinciding with the de-escalation after the pandemic, which now reach the five-year limit established by the Urban Leases Law, allowing landlords to revise the conditions.

This new housing tax deduction would be added to other measures already implemented this year to encourage permanent housing rental. In the 2024 income tax return, homeowners have already been able to deduct 50% of conservation and repair expenses, as well as tax costs or costs linked to obtaining energy efficiency certificates, with a maximum limit of 1,800 euros.

Likewise, a deduction of 40% of certain expenses has been enabled for those who accept jobs that are difficult to cover in the Balearic Islands, including the cost of acquiring or renting a home and air and sea transport between islands, a measure that benefits, among others, agents of the National Police and the Civil Guard.

Despite these initiatives, the Balearic Islands continues to lead the national ranking of the highest rental prices. According to a study by the real estate portal Pisos.com, 86% of rental properties exceed 1,500 euros per month, compared to 37% of the national average. The report warns that the tourist pressure and the high demand for holiday rentals are making the market more expensive, to the point that there is no offer below 700 euros and only 2% of the properties are between 700 and 1,000 euros, leaving a large part of the resident population without access to affordable rentals.

The delegate of the Government in the Balearic Islands, Alfonso Rodríguez, has urged the president of the Government, Marga Prohens, to apply the State Housing Law to allow the limitation of the price of rent in stressed areas and to adhere to the state housing plan, which would allow financing up to 60% of new promotions with state funds. This was expressed this Monday during the annual balance of the Government Delegation, largely focused on the crisis of access to housing suffered by the archipelago.

Rodríguez has asked Prohens that, if he maintains his refusal to apply the state regulation, he at least allow the municipalities to declare tensioned zones, a measure contemplated in the current legislation and already applied in municipalities such as A Coruña.

“Refusing to apply the state law is giving up effective tools that would alleviate the drama of access to housing in the Balearic Islands,” he said.

Criticizes Prohens for favoring developers

During his appearance, the delegate has demanded that the Balearic Government prioritize subsidized housing (VPO) against those of limited price. In his opinion, the latter benefit developers and speculators, while VPOs guarantee access to a home at fair prices.

Rodríguez recalled that, within the State Housing Plan, the State covers 60% of the cost of each project, while the communities only have to contribute 40%. ” It is an affordable effort that multiplies the social impact of public investment,” he stressed.

752 social rental apartments and 2,900 planned housing units

Mr. Rodriguez has detailed that at present there are 752 social rental apartments under construction in 23 municipalities of the islands, financed in part with 97.7 Million from the Recovery Plan. Besides, the Ministry of Housing has budgeted 71.4 Million through the state plans and another 197 Million through the public company SEPES, now called Casa 47, to which must be added 18 Million in nominative subsidies.

In total, the funds will enable 2,900 new social rental housing units in the Balearic Islands, in addition to promoting 12 sustainable mobility projects, such as the extension of the Palma metro or new bus stops in Ibiza, Menorca and Mallorca.

The delegate has defended that, between 2019 and 2025, state funding to the community has reached historic highs, with an increase of 60.6%. For 2026, the Balearic Islands is expected to receive 4,206 million from the regional financing system, in addition to a fiscal margin of 153.4 million due to the new deficit path.

In social matters, he highlighted:

  • 41,600 workers benefited from the increase in the Minimum Interprofessional Wage (SMI).

  • An average increase of 360 euros per month in the pensions of more than 200,000 pensioners.

  • 27,221 recipients of the Minimum Vital Income and almost 19,000 beneficiaries of the electricity social voucher in the archipelago.

He also referred to the progress made in employment, with a 219% increase in permanent contracts in the last two terms of office, and to the investment of more than 430 million in education, especially in Vocational Training, which has reached record numbers of students.

Boosting infrastructure

Among the projects financed by the State, an investment of three million euros in Ibiza, within the World Heritage Cities Program, stands out, as well as advances in security infrastructures:

  • New Civil Guard barracks in Santanyí, with an investment of 7.7 million.

  • New National Police station in Maó, whose works will begin in 2026.

In October, the Balearic Islands was once again the autonomous community with the highest housing prices in Spain, reaching 4,097 euros per square meter, despite registering one of the most moderate year-on-year increases in the country, with a rise of 3.8%.

According to data published this Tuesday by the General Council of Notaries, 1,370 sales transactions were formalized in the archipelago during the month of October, which represents a 7.6% decrease compared to the same period last year. Of these transactions, 1,097 corresponded to apartments and 273 to single-family homes.

The price increase in the Balearic Islands was clearly below the national average, which stood at 6.7% year-on-year, and far behind the strong rises recorded in other communities such as Cantabria (20.4%), Navarra (17.2%), Asturias (16.4%) or the Valencian Community (14.2%).

The most expensive housing in Spain

Despite this slower growth, the islands continue to clearly lead the price ranking. The Balearic Islands are followed by the Community of Madrid, with 3,549 euros/m², the Basque Country ( 3,027 euros/m²), Catalonia (2,278 euros/m²) and the Canary Islands (2,055 euros/m²).

The gap with the most affordable communities continues to widen. With the average cost of a home in the Balearic Islands, in October it would be possible to buy more than six homes in Extremadura (627 euros/m²), five in Castilla y León (806 euros/m²) or four in Castilla-La Mancha (1,006 euros/m²).

Differences between apartments and houses

By type, the price of apartments in the Balearic Islands reached 3,981 euros per square meter in October, representing a year-on-year increase of 6.7%. In contrast, single-family homes stood at 4,451 euros/m², down 2.7% on the previous year.

Homes that changed hands in the Islands had an average surface area of 123 square meters, 2.6% more than a year ago. In the case of apartments, the average was 97 square meters, 4.6% less, while single-family homes reached 220 square meters, up 14.1%.

Rebound in mortgages and business start-ups

The Notary’s report also reflects a strong growth in mortgage loans in the Balearic Islands. In October, 666 mortgages were formalized for the purchase of a home, 20.2% more than a year earlier, well above the national average increase of 6.7%.

The average amount of mortgages rose to 330,191 euros, a year-on-year increase of 25.6%, in line with the high cost of the Balearic real estate market.

In parallel, business activity also showed signs of dynamism. During October, 482 new companies were incorporated in the Balearic Islands, 22.8% more than in the same month of 2024. However, the average capital of these new companies stood at 15,402 euros, 1.6% less in year-on-year terms.

According to data from the Conselleria d’Habitatge, based on the 68 contracts formalized so far, tenants who have taken a home through the regional Lloguer Segur program pay an average of 959.25 euros per month for three-bedroom apartments.

These homes are distributed in 20 municipalities of the Balearic Islands, although most of them are concentrated in Palma, where 39 of the rented apartments are located. The average surface area of the properties is 99.61 square meters, a typology that the Government considers adequate to offer rents below the usual prices of the free market.

The cost assumed by the Administration is higher than that paid by tenants. The average price paid to owners is 1,370.39 euros per month, a difference that the Govern justifies as an incentive to attract housing to the rental market with public guarantees, according to Menorca.info.

The Conselleria d’Habitatge recognizes that the deployment of the program is still limited and much lower than the initial forecasts, although they defend its effectiveness in incorporating apartments at reasonable prices and with the added security of administrative supervision. The plan seeks to give confidence to reluctant owners for fear of non-payment or deterioration of the properties.

The conseller d’Habitatge, José Luis Mateo, argues that the Lloguer Segur is an immediate solution while structural housing policies are developed. In this sense, he recalls that the Government plans to build 700 public housing units next year, which will be managed by Ibavi for affordable rent.

The Popular Party of the Balearic Islands has intensified its offensive against the central government for the paralysis of the anti-occupation law, while the president of the Consell de Ibiza, Vicent Marí, warns that without legal certainty many owners will not return to rent and that the occupation and non-payment are aggravating the housing crisis on the island.

The Popular Party has registered in the Parliament a Proposition Not of Law (PNL) to urge the president of the Congress of Deputies, the socialist Francina Armengol, to immediately unblock the Proposition of Organic Law against the illegal occupation of homes and premises, approved in the Senate and paralyzed since February 2024.

PP accuses Armengol of “blocking” the protection of property owners

In a press release, the PP spokesman in the Parliament, Sebastià Sagreras, argues that Armengol is blocking a rule that “protects owners and neighbors” and denounces that this situation leaves thousands of citizens unprotected while increasing cases of illegal squatting and ‘inquiokupación’ in the Balearic Islands.

According to the PP, the law promoted in the Senate would make it possible to speed up evictions in a period of up to 24 hours, strengthen criminal sanctions and apply complementary measures such as the prohibition of registering in occupied dwellings and tax benefits for those affected.

The PP’s criticisms coincide with the diagnosis expressed by Vicent Marí in interviews published on Sunday in Diario de Ibiza and Periódico de Ibiza y Formentera, in which he directly links the lack of legal security with the withdrawal of homes from the rental market in Ibiza.

“The solution is not only to build more, but also for empty homes or those that disappear from the illegal market to be used again for residential rental. For this, it is essential that there is legal certainty,” says the president of the Consell.

Marí warns that, without clear rules that allow evicting a property in case of occupation or non-payment, many small owners with bad experiences choose not to rent: “If there is no legal framework that prevents them from taking years to recover their property, they will not put it back on the market. Today, we have a lot of empty properties in Ibiza”.

The construction of public housing type ‘coliving’ for young people in Ibiza has taken a step forward after the request of the City Council of Ibiza to the State for the reversion of the site located on Avenida Isidor Macabich where a new residential development is planned.

The request has been sent to the Insular Directorate of the General Administration of the State in Ibiza and Formentera, whose consent is necessary to register the plot in the municipal name in the Land Registry, where the State is listed as the owner, according to Diario de Ibiza.

The Local Government Board definitively approved the reversion of the site on February 21, 2025, after noting the non-fulfillment of the purposes of the free transfer agreed in 2020 for the construction of the new headquarters of the Insular Directorate of the State, a project whose works were never started.

The site, which for years functioned as a municipal warehouse, was ceded after the demolition in 2015 of the old Isidor Macabich building due to risk of collapse, while the Insular Directorate of the State continues to be currently located in the Casa del Mar, in the port of Ibiza.

The action is part of the municipal housing policy for young people included in the 2026 budgets, which provide for an investment of more than two million euros, with 2.37 million coming from European funds, for public housing and coliving projects, the rehabilitation of buildings and the conversion of commercial premises in different parts of the city.

Ibiza is among the enclaves with the highest prices in the luxury real estate market in Spain, in a context in which the Balearic Islands and the Costa del Sol concentrate 40% of the interest for the purchase of this type of property, with average prices of around four million euros.

According to data provided by the specialized real estate company Walter Haus, both the Balearic archipelago and the Andalusian coast have registered operations that have exceeded 20 million euros, driven by international demand with high purchasing power.

Together with Ibiza, Palma and the port of Andratx are among the most exclusive locations in the Balearic Islands, while in Andalusia, enclaves such as Marbella, Estepona or Benahavis stand out. In all these locations, prices can reach or even exceed 15,000 euros per square meter in the luxury housing segment.

The Official Association of Architects of the Balearic Islands (COAIB) in Ibiza and Formentera has focused on one of the great paradoxes of the current residential model of the island: about 20% of the housing stock remains empty while access to decent housing has become one of the main social and economic problems for the resident population.

This reality was exposed this Thursday at an event in which the entity presented a new series of conferences on housing, which will be held between January and March and which aims to go beyond the diagnosis to move towards concrete proposals.

According to the press release issued by the COAIB, Ibiza has had a structural housing problem for decades, which has been aggravated by population growth, tourist pressure and the consolidation of a real estate market oriented to luxury and second homes. The population has grown from about 70,000 inhabitants in the early nineties to about 165,000 today, without the residential park and infrastructure have grown at the same pace.

The president of the Demarcation of Ibiza and Formentera COAIB, Lluís Oliva, stresses that the housing problem can not be solved immediately, but insists on the need to start acting.

The Architects’ Association warns that the existence of a large number of vacant homes is largely due to the legal insecurity of small owners, who choose not to rent their properties. At the same time, situations that were previously considered exceptional, such as seasonal evictions, the rental of non-habitable spaces or the proliferation of substandard housing and precarious settlements, have become normalized.

The cycle will start on January 16 at the Auditorium of Sant Antoni de Portmany with an intervention of IMA Lab (Laboratory of Sustainable Transformation). On January 30, journalist and essayist Jorge Dioni López will give a lecture at the Centro Cultural de Jesús. On February 27, architect Jin Taira will speak at the Auditori de Caló de s’Oli, while Estruch Martorell will do the same day at the COAIB headquarters in Can Llaneres. The program will close on March 13 with a round table at the Club Diario de Ibiza.

The president of the Demarcation of Ibiza and Formentera COAIB, Lluís Oliva, stresses that the housing problem can not be solved immediately, but insists on the need to start acting. “We cannot solve in a short time what has been decades in the making, but it is essential to lay the groundwork to reverse this situation,” he says.

From the COAIB insist that the combination of empty homes, unaffordable prices and scarce public housing shows the need to rethink the residential model of Ibiza, and hope that this series of conferences will serve as a starting point for a change of course.

The Plenary of the Ibiza City Council has approved this Thursday the award of the concession contract for the municipal service of drinking water supply and sanitation to the company FCC Aqualia SA, once the bidding process under the Public Sector Contracts Act has been completed. The file has passed all the administrative phases, including the technical and economic analysis of the offers submitted by the bidding companies.

Councilman Rubén Sousa explained that the new contract contemplates 17 million euros in investments over the next eight years, with 49 actions planned in the first years, mainly focused on the improvement of supply, sanitation and rainwater network infrastructures. Among the first areas where work will be carried out are ses Figueretes, where there is no rainwater network and the sewage system is very old, as well as Can Misses, in Es Cubells street. Also included is a hydrogeological study to evaluate the most urgent preventive actions in the capital.

Following this agreement, the City Council will proceed with the formalization of the contract, which will mark the beginning of a new stage in the management of the service with the aim of improving its efficiency, sustainability and quality. The agreement will be published in the municipal Contracting Profile and in the Public Sector Contracting Platform, in compliance with transparency regulations.

More than 200 homes on municipal land

In the same plenary session, the City Council gave a new impulse to the plan ‘Ibiza, a city to live in’ with the definitive approval of the transfer of two municipal lands to the Balearic Housing Institute (IBAVI), located in the streets Sant Francesc de ses Salines, 15, and Canarias, 16. In these plots the construction of more than 200 houses is planned, which will be incorporated to the autonomic program ‘Build to rent’.

The bases of the procedure will give priority to people registered in Ibiza with at least ten years of continuous residence, with a specific reserve for people under 35 years of age. In addition, the specifications establish that the Town Hall will receive the use of the first floor premises built in both developments free of charge, which will be incorporated into the municipal assets to be used for public facilities or services.

Grants, ordinances and other agreements

The Plenary also approved the Strategic Plan of Subsidies of the City Council of Eivissa, its autonomous bodies and the Eivissa World Heritage Consortium for the year 2026. The subsidies for competitive concurrence amount to 841,000 euros, while the nominative subsidies total seven lines. In the Patronato Municipal de Deportes, 465,000 euros will be allocated to competitive grants and 470,944 euros to nominative grants.

Likewise, the modification of the tax ordinance regulating the fees for the collection of vehicles from public roads was provisionally approved. During the session, a sanction for serious infringement of the animal protection ordinance, imposed in June 2025, with an amount of 300.01 euros, for not cleaning up the organic remains of a pet on the public road, was also reported. The Welfare Department reiterated the obligation to pick up the feces and clean up the urine to avoid the deterioration of the urban furniture and to guarantee the hygiene of the public thoroughfare.

Emergency contracts by DANA

Lastly, the Plenary took stock of the emergency contracts awarded by verbal contracting as a result of the torrential rains and floods recorded last October. Between October 1 and 31, 332,680.94 euros were allocated to urgent actions for the restoration of normality, charged to the item ‘Urgent repairs to damage DANA’.

The Balearic Government is finalizing a tax deduction with which it intends to encourage landlords not to raise the rental price in those contracts that are reviewed throughout 2026. This was announced Tuesday by the Minister of Housing, Territory and Mobility, José Luis Mateo, during the plenary session of the Parliament, in response to a question posed by the Socialist deputy Mercedes Garrido.

The initiative arises from the forecast that, according to data from the Ministry of Consumer Affairs, about 24,000 rental contracts will end next year in the Balearic Islands, which could lead to an average increase of up to 4,615 euros per year in rental prices. A situation that has generated concern in the opposition and has focused part of the parliamentary debate.

Incentivizing rather than limiting

During his speech, the minister defended the Government’s strategy against the criticism of the PSIB, stressing that the regional executive is committed to encourage and not prohibit. “This Government will adopt new measures in the face of the rent review. We are committed to encourage, not to limit the market supply,” said Mateo.

In this regard, he advanced that the Regional Ministry of Economy, Finance and Innovation is already working on a specific tax deduction for owners who maintain rental prices in contracts ending in 2026. The objective, as he explained, is to contain prices without causing counterproductive effects, such as those that, in his opinion, derive from direct market intervention.

Criticism of Consumption data

Mateo has also questioned the figures provided by the Ministry of Consumer Affairs, describing as “not serious” that the PSIB uses data that, as he recalled, have been rejected by the Minister of Housing, Isabel Rodriguez. This exchange of statements has evidenced the political tension surrounding the management of the housing crisis in the Balearic Islands.

Other housing measures

Beyond the future tax deduction, the minister used his speech to defend the set of measures promoted by the Government to facilitate access to housing and contain rental prices. “We are putting all the tools at our disposal, studying legally viable and effective measures to solve a problem that has been brewing for years,” he said.

Among these actions, Mateo highlighted the Strategic Residential Projects (PRE), one of the initiatives most questioned by the opposition, which doubts that they can materialize before the end of the legislature. The councilor has responded by assuring that two PRE have already entered the City Council of Palma and that there are three others in the pipeline, which would allow the construction of more than 4,000 homes, of which 2,000 would be affordable for residents.

“We are fully aware of the complexity of the situation, but we act seriously and with viable measures,” Mateo concluded, reaffirming the Government’s roadmap in one of the main social concerns of the Balearic Islands.

61% of construction companies engaged in residential and non-residential building in the Balearic Islands are in a situation of maximum or high risk of non-payment, according to data from the Insight View report prepared by Iberinform, the commercial information subsidiary of Crédito y Caución. The analysis shows a deterioration of three percentage points compared to the previous year, placing the Islands as the territory with the worst evolution among the main provinces of the sector in Spain.

This worsening places the Balearic Islands as the province with the greatest deterioration of credit risk among the six with more weight in the construction sector, ahead of Malaga and Madrid. Specifically, Balearic construction companies account for 7% of the national fabric, a significant proportion compared to Madrid (16%) or Barcelona (11%), according to the same study, to which Europa Press has had access.

At the national level, 42% of construction companies have a maximum or high risk of default, which is a slight worsening compared to the data recorded in 2024. The report stresses that the behavior of the sector continues to be conditioned by the lack of skilled labor, the difficulties in accessing financing and the loss of dynamism in new building permits, factors that also directly affect the Balearic Islands and the real estate market as a whole.

The impact of the rising cost of construction materials continues to put pressure on companies’ commercial margins, a circumstance that aggravates the financial fragility of the sector, especially among smaller companies. This context is particularly sensitive in island territories such as the Balearic Islands, where logistics cost overruns add additional pressure to the construction business.

Atomization of the sector

The Iberinform study also highlights the strong atomization of the sector, since 97% of construction companies are micro or small companies, while large companies account for barely 0.3% of the total. This business structure explains, in part, the greater exposure to the risk of non-payment, as they have less financial capacity to absorb cost tensions or drops in activity.

By territories, the Balearic Islands leads the deterioration of credit risk among the main provinces of the sector, followed by Malaga, where 56% of the companies present a high risk, and Madrid, with 47%. On the opposite side, the lowest levels of risk are recorded in Murcia (36%), Alicante and Seville (38%) and Barcelona (40%), according to the report’s data.

The age of the companies is also a key factor in the level of risk, since 54% of the construction companies have been in business for less than ten years. In this group, 51% are at maximum or high levels of default, while the percentage drops to 31% among companies with a history of between 11 and 25 years, and stands at 32% among those with more than 25 years of activity, which shows the importance of business consolidation in the sector.

The Balearic Parliament has rejected on Tuesday the possibility that the municipalities of the archipelago can request the declaration of areas with a stressed residential market, a figure contemplated in the state housing law that would allow to cap rental prices in municipalities with sharp increases or difficulties of access. The initiative, promoted by the socialist deputy Carol Marqués, has fallen almost in its entirety after obtaining the votes against the PP and Vox.

The motion requested that the Government apply the provisions of state legislation and declare stressed areas in all those municipalities that meet the requirements, in addition to allowing the municipalities that request it to activate this regulation. The Executive, in that case, should accept their request.

Unsuccessful proposals

The text also called for legislation to regulate seasonal and room rentals, as well as to modify the regional housing law to allow the right of first refusal in auctions of entire buildings. It also urged the Government to define objective criteria for selecting tenants for the Build to Rent and Secure Rent programs, to promote an autonomous pact for housing and to present a timetable for the fulfillment of its commitments in housing matters.

Three more points were added to the motion, all of which were also rejected by the House. Among them were that the homes in the Secure Rental program must be rented for a minimum of ten years; that Ibavi act as an intermediary in this program; that the Govern offer public guarantees to owners who rent below the state reference price; and that tax deductions be enabled as long as there are no stressed areas.

The only agreement: accelerate public housing

The only point approved -with the support of the PP and the left-wing parties- was the one that urges the Govern to accelerate the construction of public subsidized housing in the new developments announced in recent months. This aspect concentrates one of the few consensuses in the Chamber regarding the need to increase the public housing stock.

A debate marked by political tension

During the defense of the initiative, the socialist deputy Carol Marqués warned that housing “has become a luxury for a few” and that current prices leave “desperate families” who are considering leaving the Balearic Islands. “Declaring stressed areas is not a whim, but a tool to curb abusive prices,” she said, recalling that “many mayors have requested it.”

From MÉS per Mallorca, Ferran Rosa denounced that “thousands and thousands of people do not make ends meet” because the rent is unaffordable and criticized that the Government “has not taken any measures to protect them”.

The PP defended its rejection. The deputy Margalida Pocoví assured that these measures “do not work”, since -she argued- they cause owners to withdraw their homes from the market, reducing the supply. She also accused the PSIB of not having built the 15,000 subsidized housing units promised during Francina Armengol’s term.

For her part, the spokeswoman for Vox, Manuela Cañadas, said that the Socialist motion “does not seek to provide solutions”, but to “wear down the Govern” and apply “failed models” which, she said, have aggravated the problem in other regions. In her opinion, the key is to “free up land, facilitate private initiative and return to the market the housing that is not available today”.

The Consell Insular de Formentera has approved the granting of 60,247.20 euros in rental housing aid, corresponding to the 2023 call for applications. The initiative, promoted by the councilor of Tourism, Commerce, Innovation and Housing, Artal Mayans, will allow 22 applicants to receive economic support aimed at alleviating the burden of the cost of rent on the island.

These subsidies, aimed at individuals residing in Formentera, seek to reinforce the protection of family units with greater residential vulnerability, in a context marked by the difficulty of access to housing.

New scoring system to allocate grants

This year’s call for applications has incorporated a new award criterion, replacing the previous model with a scoring system based on the socioeconomic characteristics of each cohabitation unit.

This change, according to the Consell, makes it possible to adjust aid to the real needs of each household, ensuring that those with greater economic difficulties receive support proportional to their situation. The measure also improves the effectiveness of social policies by directing public resources towards the most vulnerable profiles.

Conseller Mayans pointed out that the new scale “is better adjusted to the current reality“, as it not only takes into account income, but also the real costs of renting and the different personal circumstances of the applicants. “This approach allows us to adapt the amounts to the current state of the housing market and to the specific needs of the beneficiaries,” he added.

Up to 40 % of the rent and a maximum of 3,000 euros

The grants can cover up to 40% of the monthly rental price, with a limit of 3,000 euros per year per beneficiary. This line of support is part of the Strategic Subsidy Plan 2024-2025, approved by the Plenary of the Consell.

In the 2023 call for applications, 32 applications were received, of which 22 were approved and 10 were denied for not meeting the established requirements. The amounts granted range from 1,641 to 3,000 euros, determined by the score obtained according to the income, length of time on the census, the cost of rent and the family situation of each applicant.

Ibiza and Formentera, together with the rest of the Balearic Islands, continue to consolidate their position as one of the main real estate hotspots for foreign nationals. According to data released this Thursday by the General Council of Notaries, corresponding to the period 2007-2025, the archipelago leads, along with other coastal areas, the participation of foreign buyers in the sale and purchase of housing, with 38% of the total.

The report also places the Balearic Islands among the territories with the highest transaction prices, whether carried out by individuals or legal entities. In the latter case, transactions carried out by companies reached an average price of 3,137 euros per square meter, the highest in the country.

In the private buyer segment, the Balearic Islands appears together with the Basque Country as the most expensive region, with an average price of 2,484 euros/m², a figure that evidences the strong increase in the price of housing in the archipelago and its status as a high demand market.

By type of buyer, 86% of the sales registered between 2007 and 2025 were made by individuals, while the remaining 14% corresponded to legal entities, a distribution that reflects the preponderance of private buyers in the Spanish real estate market.

In the specific case of transactions carried out by companies, the study shows that 9% corresponded to foreign companies, compared to 91% of national origin. This data confirms that the international presence also extends to the corporate sphere, although with a much lower weight than in the case of individual buyers.

The figures of the seventh and last payment of the 2024 rental subsidies once again reveal a reality that is repeated every year: Ibiza and Formentera are practically left out of these subsidies, despite being the islands with the greatest problem of access to housing in the Balearic Islands. The Govern has distributed a total of 9.26 million euros among 3,942 beneficiaries, but the distribution by islands again shows a profound inequality.

While Mallorca concentrates 6.6 million and Menorca 1.6 million -with 2,862 and 732 beneficiaries respectively-, Ibiza only receives 780,000 euros for 291 people. In Formentera the figure is even lower: only 141,300 euros and 57 beneficiaries.

Rent cannot exceed 900 euros

Why do Ibiza and Formentera, where rental prices are the highest in the archipelago, receive so little? From the Conselleria de Vivienda they explain that the key is in the own state regulation that regulates these aids.

The calls of the State Housing Plan, managed and financed in part by the Ministry of Housing and Urban Agenda, only allow to subsidize rents up to 900 euros per month. This ceiling, which does not depend on the Govern, automatically leaves out the vast majority of tenants in Ibiza and Formentera, where finding housing below that amount is practically impossible.

Official sources of the Conselleria clarify that “the limit of 900 euros is established by the Ministry and affects especially Ibiza and Formentera, where there are fewer and fewer homes below that price. It is something that we have demanded on numerous occasions to the central government”.

The Conselleria insists that this problem is not new and that the Conseller José Luis Mateo has denounced it publicly on repeated occasions.

Menorca, the island with the highest number of beneficiaries for the second consecutive year

The contrast with Menorca is remarkable: 732 beneficiaries compared to 291 in Ibiza, despite having less population and more moderate prices. According to the Conselleria, this is explained precisely because in Menorca there are still houses with prices eligible for aid, contrary to what happens in the Pitiusas.

State regulations thus penalize the islands with the most stressed real estate markets: the higher the rental price, the lower the access to public aid.

The Govern calls for raising the limit in the next State Housing Plan

The Conselleria claims to have repeatedly asked the Ministry that the new State Housing Plan 2026-2030 -currently under negotiation- raise the limit of 900 euros to adapt it to the Balearic reality.

The objective is to allow thousands of families in Ibiza and Formentera to finally have access to these aids. For now, the decision depends exclusively on the central government.

The Balearic Government has confirmed that it will raise the property price ceiling to 378,000 euros so that young people can benefit from the Property Transfer Tax (ITP) rebates in Ibiza, an island where it is practically impossible to find properties below the current limit of 270,151 euros.

Sources from the Department of Economy, Finance and Innovation explained to La Voz de Ibiza that the total or partial exemptions from ITP are still fully in force – 100% for those under 30 years of age and 2% for buyers between 30 and 36 – and that the extension of the maximum price is already planned, but its application will depend on the data from the Housing Observatory.

“The increase to 378,000 euros will be made in the near future when the Housing Observatory determines the specific areas where the 40% increase allowed by law can be applied. What is a fact is that in Ibiza this ceiling will be updated, but we do not know when,” they said from the Conselleria.

A change that has been dragging on since the start of the year

The issue is not new. In January, this newspaper published that the Government was studying to increase the maximum value of the subsidized properties to adapt it to the areas classified as “especially stressed”, among them Ibiza. Then, the Vice President and Minister of Economy, Antoni Costa, had already advanced the intention to raise the ceiling to 350,000 euros “in a surgical way”.

However, the Autonomous Executive now recognizes that the final reference will be the legal maximum of 40%, which places the limit at 378,000 euros.

Ibiza, an inaccessible market with the current ceiling

The current limit of 270,151 euros left out the vast majority of young buyers in Ibiza, where the price per square meter is well above the Balearic average. With the new ceiling, the Conselleria expects to significantly increase the number of properties to which it will be possible to apply the total exemption or the reduced taxation of 2%.

Meanwhile, the existing subsidies continue to add beneficiaries: up to November, 2,418 people from the target groups had taken advantage of them, according to data provided by the Government itself.

Awaiting the Observatory

The key now lies in the Housing Observatory, whose analysis will serve to determine in which municipalities or areas of the Balearic Islands -Ibiza among them- the extension can be applied. The Conselleria insists that the measure will not require the approval of any law, but a regulatory development, which will facilitate its entry into force once the data is available.

The Balearic National and International Real Estate Association (Abini) asked this Monday in Palma that the new housing plan of the Government -presented this week- guarantees respect for urban and environmental regulations, as well as transparency and quality in the execution, in order to ensure that the promotions planned for 2026 benefit the territory and social cohesion.

Abini expressed his support for the regional plan, which contemplates 228 million euros to build more than 1,000 public housing units by 2026 within the package of 1,213 properties planned for the archipelago. The entity underlined that this action constitutes the biggest historical bet on public housing in the islands, a measure that he described as “ambitious, necessary and urgent“.

The underlying problem: lack of supply

The sector remarked that the shortage of residential supply is a “fundamental” element to understand the tension in the market. For decades, they explain, demand has increased considerably, while housing production has not grown at the same pace, generating sustained pressure on prices and accessibility.

“Real commitment” and administrative streamlining

The president of Abini, Daniel Arenas, appreciated that the plan “is not just a declaration of intentions“, but represents a concrete commitment, with identified and scheduled projects. He stressed that the Balearic Islands “need more affordable housing“, but also certainties, administrative agility and a fluid collaboration between the public and private sectors.

Priority for residents and public-private cooperation

Abini’s requests include maintaining priority access for long-term residents, as proposed by the regional government. The association considers that this measure is key to ensuring that new housing “reaches those who really need it“.

The employers’ association also defended that developers, SMEs, professionals and administrations work “in a coordinated way” to make the deployment of the plan viable. It recalled that the private sector has the “will, means and responsibility” to participate in the development of the projects.

The price of second-hand housing in the Balearic Islands continues to set record highs. According to the latest data published by Fotocasa, the average value of the square meter in November stood at 5,206 euros/m², which represents a rise of 0.2% compared to October and a strong increase of 14.8% compared to November 2024.

This escalation means that a standard 80 square meter home now costs an average of 416,491 euros in the islands, an amount that consolidates the Balearics as one of the most stressed real estate markets in the country.

Increases in 16 out of 17 municipalities analyzed

The increase in prices extends practically throughout the community. Fotocasa points out that 16 of the 17 municipalities analyzed recorded year-on-year increases, some of them particularly intense.

Seven locations exceed 20% increase in price in just one year:

  • Inca: +42.9%.

  • Manacor: +34.1%.

  • Fields: +31.9%.

  • Sant Josep de sa Talaia: +22.7%.

  • Son Servera: +22.5%.

  • Ciutadella de Menorca: +22.3%.

  • Felanitx: +21.8%.

The only exception to the upward trend is Alcúdia, which recorded a drop of 1.6% year-on-year.

Ibiza and Santa Eulària, among the most expensive areas in Spain

As for the absolute price per square meter, several locations in the Pitiusas and Mallorca are well above the 6,000 euros/m² barrier, ranking among the most expensive in the country.

The highest figures correspond to:

  • Santa Eulària des Riu: 8.666 €/m².

  • Ibiza: 7.553 €/sqm

  • Sant Josep de sa Talaia: 7.392 €/m².

  • Andratx: 7.291 €/m²

  • Sant Antoni de Portmany: 7.054 €/m².

  • Fields: 6,823 €/sqm

  • Calvià: 6.594 €/m².

These areas are consolidating their position as some of the most demanding real estate markets in Spain, driven by high demand, scarcity of land and sustained international buyer interest.

A sustained increase that strains housing affordability

The data reflect the upward trend of recent years and once again highlight the difficulties of access to housing for residents and workers, especially in Ibiza and Mallorca, where prices far exceed the average purchasing power.

The real estate industry attributes this dynamic to a combination of supply shortages, tourism pressure, foreign interest, and lack of affordable housing, factors that continue to push prices to record highs.

The number of mortgages constituted on homes in the Balearic Islands increased by 17.6% in September compared to the same month last year, an increase that exceeds the national average of 12.24%, according to data published Wednesday by the National Statistics Institute (INE). In total, 1,149 operations were signed in the archipelago.

The capital loaned for the purchase of homes amounted to 324.3 million euros, which is 17.95% more than in September 2024. Compared to August, the capital granted also grew notably, with an increase of 34.5%, reflecting a clear reactivation of the Balearic mortgage market.

More than 1,400 mortgages in total

If all properties are taken into account, the Balearic Islands registered 1,421 mortgages in September, with a total disbursement of 603.55 million euros. Of these operations:

  • 44 corresponded to rural properties.

  • 1,377 to urban properties, of which:

    • 1,149 were homes,

    • 22 plots,

    • 206 other types of real estate.

With regard to changes in existing mortgages, 13 subrogations were made to the creditor (change of bank) and 55 subrogations to the debtor (change of holder). In addition, 275 mortgages modified their conditions, most of them(207) by means of a novation, i.e., a renegotiation with the same bank.

Cancellations exceed 1,500

In parallel to the increase in new signings, the archipelago also recorded 1,555 cancellations of mortgage loans on properties :

Balearic Islands, among the fastest growing communities

The increase in home mortgages was generalized in all the autonomous communities, although the Balearic Islands was in the middle range of the ranking. The highest growth rates were recorded in:

  • La Rioja ( +33.87%)

  • Murcia (+30.55%)

  • Cantabria (+27.30%)

At the opposite end of the spectrum were:

  • Canary Islands (+0.16%)

  • Castilla y León (+1.72%)

  • Andalusia (+6.34%)

As for the amount loaned, it also increased in all regions. The largest increases were in:

  • Cantabria (+57.56%)

  • Murcia (+53.98%)

  • Asturias (+40.22%)

While more moderate rises were led by:

  • Canary Islands (+15.25%)

  • Castilla-La Mancha (+16.62%)

  • Balearic Islands (+17.95%)

The INE data confirm a recovery trend in mortgage lending in the Balearic Islands, despite the economic context of high interest rates in recent months, and place the archipelago among the communities with the highest volume of transactions per population.

The Councilor for Housing, Territory and Mobility, José Luis Mateo, and the mayor of Ibiza, Rafa Triguero, have presented this Wednesday the new public housing development that Ibavi will develop on the site of the old Mercat Pagès, ceded by the City Council. The works, as announced, will begin next year and are part of the strategic plan to increase the supply of affordable housing exclusively for residents.

The development contemplates the construction of eight subsidized housing units for rent, located at 18 Vicent Serra i Orvay Street, on a 245 square meter lot with a maximum buildable area of 904.87 m² distributed over five floors plus attic. The project will include six two-bedroom dwellings -one of them adapted for people with disabilities- and two three-bedroom duplexes that will occupy the fourth floor and the attic. The estimated budget is 1.8 million euros.

This will be the first of two developments that the City Council has ceded to Ibavi in the municipality, along with the future construction of 51 public housing units in Can Cantó, preferably for people with more than ten years of residence in Ibiza. The action is part of the express procedure contemplated in the new Law 4/2025, which expedites the processing of public housing projects declared to be of regional interest.

A boost that adds up to almost 300 new Ibavi homes in Ibiza

The Mercat Pagès development is the first of six planned by Ibavi on the island, four of them on plots of land ceded by the Ibiza Town Hall, one on land belonging to the Island Council and another in Sant Antoni, acquired from Sareb. The sixth corresponds to the part that Ibavi will execute in the urbanization of Ca n’Escandell, dependent on the state-owned company Sepes.

In total, Ibavi is promoting almost 300 new public housing units in Ibiza, within a shock plan that adds up to nearly 1,000 affordable housing units in different stages of processing, including the “Build to Rent” program and the actions derived from Law 3/2024 on emergency housing.

Municipal premises converted to affordable housing

During the visit, Mateo and Triguero also supervised the conversion of two municipal premises in Dalt Vila -located in UA27, at numbers 18 and 20 Retir street-into affordable housing. The work, which began in March, is now entering its final phase and is scheduled to be completed by the end of this month.

The mayor recalled that the City Council is in the process of converting some fifteen premises into affordable housing, with the aim of taking advantage of unused spaces and increasing the residential offer for the city’s residents.

“All these initiatives – those of Ibavi and the municipal ones – are aimed exclusively at residents and represent a decisive step in the fight against homelessness in Ibiza,” Triguero stressed.

“Let me pay your rent while you go to Thailand,” was the comment that started the debate. An intense exchange, since “many take advantage of the winter so as not to lose the house and then throw out the person who took care of it,” as one participant wrote. The message condensed a recurring concern: the strategic use of a house without a real will to reside on the island throughout the year, something that many islanders consider a form of housing blockade.

The Govern ‘s new Lloguer Segur plan will be approved before Christmas, or at the latest in January, as confirmed by the Minister of Housing, José Luis Mateo. The Balearic Executive seeks to accelerate the implementation of a program aimed at bringing currently empty homes to the rental market through limited prices and comprehensive guarantees for owners.

The central objective of the plan is to offer security to property owners:the Government guarantees the monthly rental payment and the return of the apartment in perfect condition, in exchange for renting it at a regulated and accessibility-oriented price. From 2026, the Balearic Islands will be able to set its own price limit for rental subsidies with the authorization of the central government, a measure that seeks to adapt to the reality of the real estate market in the archipelago. The Ministry’s document establishes that the autonomous communities will be able to raise the maximum monthly price as long as they justify it through updated studies on the supply of housing or rooms for rent. This flexibility is based on the Housing Law of 2023 and would allow adjusting the limits to the reality of the Balearic market. However, the fine print of the draft also sets a determining condition: any call for applications that avails itself of this exception must first have an agreement with the Ministry of Housing, which must validate the new ceilings.

The Balearic Government recalls that increasing the limits has been a constant demand since the beginning of the legislature, since the current rates do not reflect the real price of housing in the Balearic Islands. The Ministry of Housing insists that the new scales should be based on recent studies, since the state parameters show values “far below” the island market.
